Child Support Agencies as Connectors

For many noncustodial parents (NCPs), limited earnings and complex barriers to work make meeting child support obligations difficult. A body of previous research has identified that as agencies evolve from a strictly enforcement culture towards more supportive orientation, some find it beneficial connect NCPs services. However, much remains be learned about how view their role in serving with employment barriers, perceptions service needs gaps among non-paying obligors, challenges they face connecting This mixed methods study aims fill this gap, through interviews surveys Wisconsin agencies.
